President Museveni has said that defence is the backbone of Uganda government. So he says that he can not accept MPs to cut the defence budget to increase the health sector budget.
Museveni swears that he will never allow MPs to sacrifice the defence budget for anything. But the MPs swore that they will not pass 2012/2013 national budget if the defence budget is not cut to favour the health budget.
The MPs claim that President Museveni’s government is insensitive to the health needs of Ugandans.
On Monday Prime Minister Amama Mbabazi arrived to a hostile reception on the floor of Parliament as MPs across the political divide demanded for 260 billion shillings for health sector before they pass the 2012/13 budget.
The Speaker of Parliament, Rebecca Kadaga wonders why the government sometime back ordered for a 23 per cent cut for all ministries to finance the war in northern Uganda and cannot do the same to fix the healthcare.
