The Minister of Finance, Planning and Economic Development, Syda Bbumba has provided 10.7 billion shillings to pay all Local Council (LC1) Chairpersons monthly.
Bbumba while delivering the 2010/2011 budget on Thursday said the money will pay an honorarium to all LC1 Chairperson in recognition of their contribution in improving delivery of government programmes in different parts of the country.
Bbumba says the government will also undertake pay reform to improve the remuneration of public servants to improve their motivation.
The Minister announced a 30percent increase to enhance salaries of scientists, teachers, low cadre staff in security forces and 3 billion to enhance salaries for commissioners. She also announced an increase in the pay of health workers to help boost health service provision in Uganda
She says the government will also improve accountability and governance through stopping waste of government resources and fighting corruption. This she said will be achieved through training district and sub-county leaders on proper monitoring of government programmes, as well as ensuring integrated personnel management system in all government instructions.
Bbumba said as part of the efforts to improve service delivery, the government of Uganda will continue implementing the provisions of the African peer Review mechanism through the different government departments.
She also announced 124 billion to improve pension provision to those who deserve gratuity and 184 billion to clear current claimants.
The minister revealed that Uganda’s budget moved to an output based support with performance contracts for accounting officers. She said this will enable comprehensive and uniform implementation of government programmes, with the initial focus in on agriculture, health, energy, ICT, industrialization and microfinance sector. She says the government will build on Barazas (public gatherings to discuss government programs) to ensure accountability of public resources.
Bbumba said the Ministry of Finance and the Bank of Uganda will continue strengthening financial performance of the country, and increase of public sector efficiency and effectiveness in service delivery. She said the government to undertake reforms to ensure efficiency and ensure value for money in its operations.
The minister also provided 120 billion shillings to the Electoral Commission to enable the body effectively organize the 2011 Uganda.
