Uganda members of Parliament registered improved performance in the 2009 Parliamentary score card assessment of the African Leadership Institute according to partial report of the scorecard assessment released Friday.
African Leadership Institute annually assesses the performance of the Members of Parliament though by publishing the Parliamentary scorecard which rates every MP’s performance.
While launching the partial report at Serena Hotel, the Chairman Board of Directors of AFLI, Elly Karuhanga told journalists that the performance of the MPs in plenary debates, committees and constituencies improved remarkably in the 2009 scorecard assessment compared to the recent years.
For instance the plenary attendance of MPs that was just 23% in the year 2006- 2007 has now climbed to 52% in the 2008- 2009 scorecard assessment.
Similarly, the participation of the MPs in plenary discussions continued to go up increasing from just 356 lines in 2006-2007 and now standing at 1915 lines in the 2008-2009 assessment.
Karuhanga also notes that the there is slight increase of the performance of MPs in committees from 40% in the 2007-2008 scorecard assessment to 43% in the 2008-2009 assessment and that the constituency performance has also remarkably improved with at least 65% of the constituents aware of telephone numbers of their Members of Parliament with only one legislator that had none of his/her constituents aware of her number.
The official and full report of the scorecard assessment will be released next week on Wednesday July 28 2010.
The report will be uneasily awaited by many MPs. Many MPs criticize the scorecard of AFLI due to the way AFLI collects data to be used for the assessment of the MPs.
