The Prime Minister of Uganda, Prof. Apollo Nsibambi has suggested that the African Leadership Institute starts assessing the Speakers of Parliament since they too represent constituencies in Parliament and are thus members of Parliament.
Nsibambi said this at the official launch of the 2008- 2009 scorecard assessment of members of Parliament at Serena Hotel. The assessment report indicated improved performance from the legislators.
The Prime Minster has told members that turned up for the launch that the manner in which the Speakers preside over Parliament affects significantly the way other MPs perform for example they must have
skills to balance debates in the house and also guide MPs to rigorously follow the rules of Parliament.
He says their assessment could be based on the Speaker’s performance in Parliamentary debates or on their performances in the constituencies since that can easily be done than within Parliament.
AFLI through its scorecard assessment assesses all other members of Parliament apart from Speakers of Parliament and AFLI has decided not to include them in their assessment of the MPs because of their unique roles in Parliament for example they do not vote on bills and are required to be impartial on any matters of discussion on the floor.
Uganda parliament has two speakers, Edward Kiwanuka Sekandi and his deputy, Rebecca Kadaga.
