The Parliamentary Committee on State Enterprises and Statutory Authorities has ordered for fresh procurement for the construction of the Namanve Industrial park.
This follows discovery of irregularities in the procurement of a contractor by the Uganda Investment Authority who had awarded the multimillion dollar contract to Spencon and Sterling.
The Committee members headed by chair, Reagan Okumu accuse UIA Executive Director Maggie Kigozi of not following procurement guidelines in awarding the contract which they say smells of corruption.
Kigozi who appeared before the committee today pleaded that she was advised by the hired Procurement Specialist Ronald Kyobe and she wrote to the World Bank giving a no objection to the award of the 18.2 billion shillings, even when the UIA contracts committee had not finalized on the matter.
Committee member Bukomansimbi MP, Alfred Byandala said the awarding of a contract to a joint venture through single sourcing is not proper.
The MPs ordered that the process should be started all over again and a forensic audit be carried to find out which companies were involved and their directors.
This is the third time the construction of the industrial park is being delayed over corruption related accusations and Ugandans will have to wait longer to get a one stop center for all imported goods.
