The office of the Inspector General of Government (IGG) is carrying out its own investigation into mismanagement of CHOGM funds following the report by Parliamentary Public Accounts committee that implicated top ministers in the embezzlement of over 500 billion shillings.
The IGG, Raphael Baku, says they studying the parliamentary report on the financial scandal surrounding the 2007 commonwealth heads of government meeting in Kampala and will shortly recommend if any of the ministers involved should be prosecuted for corruption related crimes.
Among the officials implicated by the PAC report is the Vice President, Prof. Gilbert Bukenya, the Minister of Security Amama Mbabazi, the Minister of Foreign Affairs Sam Kutesa, the Minister Works and Transport John Nasasira and minister for Agriculture Animal Industry and Fisheries Hope Mwesigye.
Meanwhile, the IGG has also given political parties three months to declare their financial strength within which the law requires them to do so.
Baku made the recommendation while releasing the first annual report on corruption trends in the country.
The 100 paged documents recommend a standard time frame of 60 days within which to investigate and prosecute corruption cases. It also indicates increased signs of silent corruption which is a failure of public servants to deliver goods and services.
The report appreciates the strong structures put in place to fight corruption but raises concerns about their implementation by the relevant organs of the government.
