The Assembly of the Acholi cultural chiefs is demanding that three clauses of the controversial institutional and cultural leader’s bill be deleted and subsections amended before they are presented to the parliament for scrutinize.
A statement issued by the Acholi cultural institution Prime Minister Kenneth Okata the Acholi chiefs observed that sections 3(2) of the bill allow local government to undermine and interfere with the proper functioning of the cultural institution.
In another related development the Acholi cultural leaders are concerned with the increased district creation in the country which they are worried will result into other smaller clans claiming for the creation of their own cultural institutions.
The Ker Kwaro Acholi or the Acholi Cultural institutions brings together cultural leaders (Rwot) of different Acholi clans who elect a chief Rwot or paramount Chief among their number. The current Acholi paramount Chief is Rwot David Onen Achana
The Parliamentary Constitutional Affairs Committee has called for delegates from various cultural institutions in Uganda to Parliament to give their views on the Cultural Institutions Bill that was withdrawn from parliament for more review but has been recalled for discussion and passing into law before the February 18th Uganda general elections.
