The Speaker of parliament Rebecca Kadaga has today administered oaths in eleven ex-officio Members of Parliament that were nominated by President Museveni.
The eleven are among the ministers that were named by President Yoweri Museveni in the new cabinet. All ministers have to be members of parliament since they routinely have to explain government programmes, polices and present laws proposed by government before Parliament.
According to the rules of procedure of Parliament, ex-officio MPs doesn’t vote on any matter before the House, although they participate in the proceedings and get the emoluments due to an MP of Uganda.
Taking the oath in parliament chaired by speaker Rebecca Kadaga, the ex-officios pledged to preserve, defend and protect the constitution as by law established.
They also pledged to bear true allegiance to parliament rules and serve diligently for the betterment of the country.
Those sworn are Dr. Richard Nduhura (Health), Dr. Ruhakana Rugunda (ICT), Baba James (Internal Affairs), Eriya Kategeya (First Deputy Premier), Maria Kiwanuka (Finance), Christine Ondoa (Health) and Ephraim Kamuntu (Tourism) Others are state ministers; Agnes Akiror Egunyu (Tourism), Simon D’ujanga (Energy), James Mutende(Industry) and Gen Jeje Odong (Defence).
The other ministers were chosen from among the current MPs and did not have to swear again the oath of MP of Uganda.
