The Uganda Police has cited the absence of national identity cards as one of the hurdles to effective investigation and arrest of criminal elements in Uganda.
Police Criminal Investigations Department Director Edward Ochom says that lack of national identification cards curtails the use of fingerprints by the Police in investigating crime.
In an interactive meeting with accountability committees of Parliament-Public Accounts Committee, Commissions Statutory Authorities and State Enterprises and Local Government Accounts Committee ,Ochom expressed concern over rampant corruption and misuse of public resources by civil servants and politicians.
“Technical and value for money audit present a big problem to the CID. Technical expertise is required to determine quality of work but hiring technical auditors like engineers is very expensive for the police,” he told MPs.
Ochom said the Police now require modern scientific investigations that do not entirely depend on eye witness reports.
