I (Nabillah Sempala) seat on the standing committee on Government Assurances (read, committee on commitments by Government ministers on the floor of the house). I deputise Hon. Odonga Otto, the Chairperson of the committee.
The committee has had a task of compiling assurances and to date we have 2 publications, totaling to 507 Government assurances:
Among them are;
1. Assurance by the Prime Minister, Amama Mbabazi made on 31st August 2011; Quote “the teachers and other public servants deserve to have a pay rise and this is something that we the MPs fully subscribe to.”
“We the MPs intend in the next three years to achieve a compression ratio in the wage bill of the public workers of 1:10… The lowest paid worker should earn at least 10% of the highest paid worker… We want to do this across board” (assurance extracted from page.1125, paragraphy 2, of the hansard).
The Prime Minister did not show up on Thursday despite the written summons from the committee. He has up to next week to come and tell Ugandans whether his government has come through with that, among other assurances!
