The increase in HIV prevalence in Uganda has been attributed to the reluctance by the government to champion the fight against the disease.
The Executive Director of the National Community for women living with HIV/AIDS, Florence Buluba says failure by government to implement good policies will remain a challenge to the anti – HIV activists.
The government has over the years failed to increase the health budget to 15% contrary to the 2003 Maputo Declaration in which all African Union member countries agreed to commit at least 15% of their annual national budgets to the health sector.
The health sector remains one of the least funded with a paltry budgetary allocation of 9%.
Buluba cites the failure to increase the health budget saying this has denied thousands of HIV positive people access to Anti-Retroviral Treatment.
