KCCA’s senior staff members warn to strike over delayed salaries

Sections of senior workers and casual labourers at Kampala Capital City Authority (KCCA) have warned that their work “will soon come to a standstill unless the city Director, Jenifer Musisi Semakula starts paying them in time. Sources among the workers at KCCA told us that the current standoff between Lord Mayor Erias Lukwago and Musisi Semakula has halted most of their operations as much of the money is spent in courts and on councilors to fight Lukwago.

The feud, they say, has resulted in the delayed payments of their salaries and arrears. Another source says that lack of cash among the KCCA employees is hurting service delivery in Kampala.

Some of the services most affected by the battled between Musisi and Lukwago include garbage collection, transportation of dead bodies, clearance of contractors, payment to teachers and payments to mortuary workers. A senior official in KCCA spoke to us on condition of anonymity that many council departments are idle over lack of operational cash. The workers have warned that their operations will come to a halt if the rift between Lukwago and Ms Musisi doesn’t stop. “The council can no longer manage to pay some workers on time, we lack fuel and some of the contractors have not been paid for the last five months,” one of the KCCA officials in health department said. However our efforts to get a comment from Ms Musisi were futile by press time but we hope to contact her later.
