President Museveni is set to launch the solar eclipse monument in Nebbi on Sunday 3rd November 2013. But some critics of president Museveni say launching the solar eclipse shows personal rule at work.
They say that it is only in Uganda where the head of state opens markets, piped water, boreholes, and public toilets…. in fact in Uganda when market vendors get disagreements they run to the president not even to the minister of trade where they rightly fall.
When people in charge of fighting HIV/AIDS spread runs out of money for their organisations they don’t run to the ministry of finance/health but to the head of state for rescue.
Now sections of the people of Toro want to hear him reining over in the marital issues of the enstranged Toro Princess Ruth Nsemere Komuntale and her hubby Christopher Thomas. The call by the Batooro shows that really the president has become the sole problem solver, he is the ssabalwanyi (chief soldier), chief doctor….chief everything.
President Museveni does good to come down to ground to solve peoples’ problems. But the disadvantage of personal rule is that it undermines institutions.
