Donor funds from African Development Fund goes missing

The government of Uganda received $67 million from African Development Fund (ADF) to finance the higher education science and technology project in Uganda. The main objective of this project is to contribute to Uganda’s human capital skills development in education, science and technology and to respond to national labour market demands for high skilled labour.

According to sources in government, the money was to enhance access to higher education through rehabilitation and expansion of science, technology and innovation learning facilities in six government owned universities of Makerere University, Kyambogo University, Mbarara University, Gulu University, Busitema University and Muni University and two degree awarding institutions of learning (Uganda Management Institute and Makerere University Business School). The launch of higher education science and technology project was done on October 23rd 2013 at Busitema University and the president of Uganda was the chief guest. The participants who attended the higher education science and technology project were drawn from Uganda Parliament, Ministry of Education Uganda, and Uganda National Council for higher education among others. However political rumours have it that some of the officials in charge of handling the money have started miss allocating it as it is the habit of Uganda government officials on donor funds.
