Museveni directs Kadaga to declare Kipoi MP seat vacant

President Museveni has reportedly directed parliamentary speaker Rebecca Kadaga to declare Bubulo west MP seat vacant. The directive follows MP Tony Kipoi’s continued absence from parliament for over fifteen consecutive sittings without the explicit permission of the Speaker of Uganda parliament Rebecca Kadaga.

We are told Museveni wants Kipoi out of parliament because he received intelligence information that the MP is currently in hands of rebels who plan to overthrow the government of Uganda through the use of guns.

According to information from Uganda’s intelligence network, Kipoi is believed to be in Eastern Democratic Republic of Congo (DRC) with ADF rebels.

He has snubbed summons to appear before the committee of parliament on discipline to explain his continued absence from parliament.

Article 83(1) (d) of the constitution of Uganda provides that any MP who misses 15 consecutive sittings of the parliament of Uganda without the Speaker’s permission loses the seat. Kadaga says MP Kipoi’s seat will be declared vacant if he doesn’t show up in parliament before December 20th 2013.  NRM Chief Whip Kasule Lumumba says MP Kipoi is “reclusive and stubborn.”
