The Advocates Coalition for Development and Environment (ACODE) an NGO, in partnership with Uganda Local Government Association (ULGA) has launched a score card on performance of Local Government, political accountability, corruption and service Delivery at Hotel Africana in Kampala.
Wakiso district emerged as the best performing District council with its district chairperson Matia Lwanga Bwanika taking the day.
The Advocates Coalition for Development and Environment also observed that the Districts headed by opposition politicians performed exceedingly better than those run by ruling government candidates.
The Kmuli District chairperson Salaam Musumba (FDC) emerged as the highest change achiever. The Gulu District chairman Martin Ojara performed well but last year he was the best district chair according to last years’ score card.
Opposition politicians have rejuvenated the face and image of opposition in Uganda which the government has always demonised as anti development, prosperity and enemy of progress.
