Uganda government continues to spend on ghost teachers

 

Due to increasing cases of ghost teachers, pupils and students in government schools in Uganda, the Ministry of Education and Eports has decided to carry out a nationwide physical headcount of teachers in Primary and Secondary school as well as tertiary institutions to stop ghosts on the government payroll. Uganda is one of the disorganized countries in Africa where the government pays salaries to teachers it doesn’t know its total number.

It is so because Uganda is ruledmajorly by ‘corrupt’ political leaders and corrupt civil servants. However, the Permanent Secretary of the ministry of education, Dr. Rose Nassali says physical counting of teachers and students at schools is cumbersome since many teachers drop out, it is the only way to minimize government spending on non-existent workers and school children.

Uganda conducts head count of teachers after ascertaining that all students have reported to schools. This exercise is vital for planning purposes because the government can establish the actual enrolment of students, teachers and pupils on whom to spend.
