The shadow minister for local governments Betty Nambooze revealed that a number of District Public Accounts committees are not performing as expected to ensure value for money and accountability at the lower administration units.
Nambooze says that a total of 32 district Public Accounts Committees are not functional because of political interference and lack of facilitation.
Interfacing with officials from the local government ministry at parliament, Nambooze asked her counterpart Adolf Mwesigye to investigate the matters of politics in the Accountability committee and report back to parliament.
Nambooze said that District Chairpersons appointed their political allies as members of the District Public Accounts committees which affect the functioning of the Accountability committee because of conflict of interest.
As the parliamentary Committee on local government was scrutinizing the ministry’s Policy statement, Nambooze noted that the audit queries raised by the auditor general cannot be addressed because the District Public Accounts Committees because they are not facilitated to do their part.

she also calls on government to allocate 20 billion shillings for payment of the local leaders who include speakers,deputy speakers and Councillors at all levels of local councils.
She said that paying them will contribute to effective service delivery in districts and reduce on corruption.
Namooze’s call came as president yoweri Museveni had told the ministry of local government to find 20 billion shillings to start paying local council speakers and deputy speakers but the minister of local government Adold mwesige told mps that they no budget for them at the moment
