The parliamentary select committee investigating the mismanagement of NSSF has grilled the director of the Uganda Registration service Bureau Mercy Kainobwiso over the Bureau’s clearance of Umeme as a private company to have shareholding business with NSSF yet is a public company.
Kainobwiso was appearing before the committee chaired by Kyankwanzi woman member of parliament Anna Maria Nankabirwa had invited the officials from the Uganda Registration service Bureau to brief the committee how Umeme was registered to begin operation in the country in 2004.
Mps on the committee like Vicent Sempijja, Alex Ruhunda , Teopista sentongo ,Joseph Sewungu and Anna Maria Nankabirwa detected that the Uganda registration service Bureau errored when it allowed Umeme to incorporate NSSF in shareholding and illegally dragged government into a private companies memorandum and articles of Association.
Mps were also concerned about Umeme’s change of face many times saying that its is doing this to target public fund NSSF through unclear business deals.
Mps observed that the Uganda registration service Bureau could be registering fake and brief case companies which defrauding people on ground that the bureau does not carry out a due diligence while registering companies.
MPS accused the officials in the Uganda Registration service Bureau of acting as rubberstamp in executing their duties after noting that they do not verify companies’ documents when they go for registration.
On her response the Director Uganda registration service bureau Mercy Kainobwiso said that registering a company is like giving birth to child whom you donot know how will behave.
The committee also got to know the owners of Umeme holdings limited who include businessman Patrick Bitature and the former finance minister Gerald Sendaula among others and the mps promised to verify these names tabled before the committee and pronounce on the matter of the current shareholders of Umeme.
