Defense budget put on halt

Parliament has failed to passed the defense and internal affairs
budget today due to the promise made by the deputy speaker Jacob
Oulanyah yesterday, the report on defense budget which is totaling to
over 1trn shs, was read by the chairperson of the defense committee
Benny Namugwanya and mps were eagerly waiting for the debate.

After her submission on the floor, Butambala County Mp Muwanga Kivumbi
stood up to raise a procedural point that being a crucial sector,
parliament cannot rush to pass its budget just in few hours and
requested for time for them to prepare for extensive debate on it,
Muwanga went on to remind the speaker for the promise he had made
yesterday that today he will end the house at exactly 12noon to allow
muslims to go for juma prayers.

At this time, Oulanyah was forced to adjourn the house to Tuesday
10:00am and asked members to keep time because parliament has to pass
the budget within the stipulated time of four months after its reading
by the finance minister, yesterday parliament passed the budget for
natural resources and agriculture and scrapped off the 18% proposed
taxes on agricultural inputs.
