parliament orders special audit into judiciary over Danish grant

The parliamentary public Accounts committee of parliament has ordered
for a special audit into the Uganda Good Governance project which has
not been audited for the last nine years due to confusion between the
judiciary and the chief registrar’s office
This was discovered by the Auditor General’s report of the financial
year 2o12/13.
The committee headed by Alice Alaso was informed by the secretary to
judiciary Dorcus Oklany that she was denied access to accounting
documents of this project by the chief registrar’s office on
confusion that they were the one to manage the project when the law
mandates the secretary to judiciary to avail accountabilities to the
Auditor General.
MPS learnt that this project had been audited by the Danish Embassy
which is not allowed by the accounting procedure although this grant
of 4billion shillings was secured from Danish government.
Mps like Yona Musinguzi , Tim Lwanga Paul Mwiru , Kakumba Masiko
said that chief registrar’s office could have been misusing this funds
that is why they chased the Auditor general from auditing this
programme.

Mps said that since 2005 said Danish government has been giving
Uganda 4 billion per year for construction of courts and prison,
prison and court toilets at modern level but some cases are still
handled under trees .
The project was supposed to provide funds for better toilet facilities
in prisons and courts to abandon use of buckets, compensation through
court awards , repairing of government assets in stores among others.
Mps told the chief Registrar ‘s Accountant General and the secretary
to judiciary to avail all the accountability related to this project
from 2005 to date to the Auditor General for forensic audit.
On his reposnse the chief Registrar Pual Gdenya apologized for the
mess and mistakes and pledged before the committee to work with
judiciary and Auditor general for comprehensive audit of this project
to ensure value for money.
