Members of the Parliamentary committee on Commissions, Statutory Authorities and State Enterprises have grilled officials from the Uganda Communications Commission for spending over 1.8 billion shillings without authorization as per the laws.
Examining Auditor General’s report, lawmakers led by Kyadondo East MP Ibrahim Ssemujju Nganda faulted the Uganda Communication Commission officials for the over expenditure of 1.8 billion shillings without the Accountant General’s authorization as provided for in the Public Finance and Accountability ACT and the Accountant General’s ACT .
Responding to the queries raised by the Auditor General, the Director Finance at the UCC Quinto Ojok said the decision to spend the funds on staff training and other administrative financial activities without authorization was reached by management
He further explained that the over expenditure was as a result of the differences in exchange rates for dollar since the items had been budgeted for based on US dollars.
The unconvinced MPs including Bukoto Central MP Florence Namayanja, Kabula county MP James Kakooza demanded to have the specific people that sanctioned the illegal and irregular expenditure to answer for this anomaly.
