Parliament yesterday put on hold the Constitutional amendment bill for the third time over a controversial clause 4 (g) which seeks to amend article 83 of the constitution regarding Members of Parliament crossing from one party to another. The debate for this bill pushed to today after the MP Lwemiyaga county Theodore Sekikubo moved a motion urging the Minister of Justice to withdraw clause 4 (1)(g) of the Constitution (amendment) Bill 2015.
The deputy Attorney General Mwesigwa Rukutana after, Sekikubo’s motion, asked parliament to first consult the cabinet on this matter and give the position whether to withdraw the clause or not .
The deputy Speaker Oulanyah pushed parliament sitting asking the Attorney General to go consult with the Executive on the motion to withdraw clause 4. Oulanyah was concerned about the trend of the matters on this clause. This motion to withdraw clause 4 was questioned whether it is subjudice or not for parliament to start debating constitutional amendment bill 2015 which seeks to amend article 83 of the constitution.
