The Kampala Capital City Authority (Amendment) Bill, 2015 has been differed indefinitely by the parliament. This after the Minister for Kampala Frank Tumwebaze requested parliament for the rules of procedure to be suspended so the KCCA amendment bill 2015 can be debated on a later date.
The chairperson of the parliamentary committee on Presidential affairs Col . Fred Mwesigye says the committee has embarked on a consultative process on the KCCA bill which some MPs say could be wrong since the nomination of the lord mayor was conducted by the electoral commission. The woman member for Kaberamaido district, Florence Ibi Ekwau, questioned how parliament continue with this bill when nominations for Lord mayor are finished but the speaker said that the court has not put an injunction on the KCCA amendment bill process.
The public had contemplated that Government will withdraw the KCCA Bill that proposes to scrap the election of Kampala Lord Mayor through adult suffrage when the electoral commission continued with the nomination of the Lord mayor candidates.
