President Yoweri Kaguta Museveni blames the NRM secretariate and government officials for failure to track and monitor closely government  programmes. According to the president a lot has been done but some programmes have not benefited the intended persons citing some programmes which he promised some time but they have not been worked on.
He says RDCs, CAOs and other ministers should take time to explain and monitor government programmes. The president has said this while addressing the press at Kabale state lodge as he concludes his campaign in Kigezi sub region where he has been campaigning since 31st December last year.  The president has also blast USA candidate Donald tramp over his recent statement that he will imprison Mugabe and Museveni over their persistence in power.
