Parliament has endorsed the National budget framework paper budget committee report for the financial year 2016/17 – 2020/21. MPs noted that National budget framework 2016/17- 20/21 paper lacks information on the rate of unemployment, interest rate and rate of inflation. The budget committee chaired by Ntenjeru North MP Amos Lugolobi noted that despite the strong economic growth reported each year unemployment keeps increasing among both the graduates and drop out youth.
The Member of Parliament for Masaka municipality Mathius Mpuuga says that MPs have no idea of how are going to grow employment to Ugandans. The budget committee reported that the tax revenue is projected to improve from 13.3% of GDP in the financial year 2015/17 to 15.8% in the financial year 20/21. MPs also observed that the fiscal deficit is projected to be financed mainly from external sources at an annual average rate of 7% by project loans and noted that the budget for FY 2016/17 will grow by 9.54% and the expenditure will remain static at 21.5% of GDP. The committee report indicates that the security sector is projected to consume 7.5% with a share of GDP AT 1.6% in 2016/17 and health sector 7.1% of GDP.
The woman MP for serere county Alice Alaso says that the ruling party should look into the matter of overflow of the money during elections to control the unnecessary inflation.
