The member of parliament Mukono Municipality MP Betty Nambooze Bakireke wants the Income Tax Bill Amendment Bill 2015 recalled from the president for debate because there were no thorough consultations from the constituencies they represent. In her letter written dated 28th to the Legal and legislative services of Parliament she seeks for guidance on the procedure through which an MP can move a motion to recall a bill passed by the house before it’s assented to by the president.
This month MPs passed the Income Tax Amendment Bill 2016 that allows MPs to exempt taxes from their allowances. Namboze says there has been a public outcry especially from the constituencies against a section in the Bill that allows MPs dodge tax charged from their allowances. She says the constituencies believe that the exemption should be across all the professions like doctors and teachers, and not only the MPs.
Namboze says that this Bill must be recalled before its assented to by the president. She notes that this exemption should be extended to all civil servants.
