The former majority leader in the Ghanian Parliament Cletus Apul Avoka has advised members of the 10th parliament to consider allowing independent member of parliament to belong to a caucus for better legislation. Cletus said this after prof. Mwesigu Baregu from Tanzania informed members of parliament undergoing training that for them they did not have independent members of parliament like it is done in Uganda as every member of parliament is required to belong to a particular party.
Cletus told MPs that for them in Ghana at every beginning of parliament the speaker is mandated to ask independents to decide which caucus they will be legislating from. Cletus says that independents members of parliament also have good views they can add on caucus and they should not be left to perform their duties alone and independent members once elected in parliament can choose which side they want to belong to instead of forming three groups in parliament.
However the Kashari south MP in Mbarara district Nathan Twesigye says that the proposal for independent to change sides in parliament in Uganda cannot work. Mityana south member of parliament Henry Makumbi says that it is a welcome proposal since there is no one who does not belong any where.
