Former Democratic Party (DP) President General, Dr Paul Kawanga Ssemwogerere, has cautioned lawmakers in the 10th parliament against changing the constitution to raise the age limit for the president, saying the makers of the constitution put that limit for the good of the country.
Dr Ssemwogerere says that if one stays in power for so long, he or she will make more mistakes and is insecure to leave.
Speaking during the launch of the Parliamentary forum on human rights, rule of law and constitutionalism, Dr Ssemwogerere, also appealed to MPs under this forum to come up with a system that will control political financing in the country, in order to save public funds channeled into politics by those in power.
Giving a key note address on the state of constitutionalism in Uganda, Professor Oloka Onyango, said that constitutionalism implies division of power which is real but the enforcement of the constitution has been killed by massive movement hang over.
