President Museveni has addressed a special sitting of Parliament today in Kampala amidst tight security. The President entered parliament and welcomed by the Speaker of parliament Ms Rebecca Kadaga and the Parliament Clerk, Ms Jane Kibirige. The MPs had to go through thorough security checks before they could enter Uganda Parliament premises located in Kampala Central division. This was Museveni’s first address to Parliament in a period of four months.

The President briefed MPs about the saga surrounding oil and gas exploitation agreements. Article 101(2) of the 1995 Constitution of Uganda allows the President to address Parliament on any matter of national concern at any time.

In October 11 2011 a special sitting of Parliament on Oil took place and the MPs unanimously resolved that a moratorium on executing oil contracts and transactions be placed on the government until the necessary laws regulating the country’s oil and gas sector are passed by Parliament.

The MPs asked Museveni why the government disregarded parliament directives on oil, Museveni answered that there is no more time to waste on matters concerning development and criticised them over politicizing oil issues.
