Cat and Mouse games at KCCA are hindering development and real growth. Power problem has got to the heads of our leaders and i have failed to understand why both Bernard Luyiga and Erias Lukwago can never learn one lesson! The simple and cardinal lesson here to learn to tolerate one another no matter what they both believe in and i have learnt one thing that if a leader fails to amicably work within tolerance of any existing storms by quenching them he/she risks to run out of what to produce as a stewardship report to the electorates.
Luyiga has only thought that impeaching the Lord Mayor is the only way to resolve the question in place but i want to tell you that it was a wrong move now it will be his time to plead to forces that will probably hang him to his political oblivion. Back to …the Lord Mayor i fill that getting to the round table with all Councillors regardless of their political affiliations is the wise move to do and get a way forward to work for the people of Kampala.
The problems of Kampala are non- partisans so i think the solutions should be non-partisan. I would exhort the entire authority to be humble at a time like this and get back to the drawing board and plan to work for the people of Kampala and Uganda. Unity is the key element here in delivering services to the tax payer.
When the people entrust you with power and authority in your hands it means you have the mandate to represent them effectively but if there is another privilege for you to serve them better in this case an appointment such the office of the Deputy Lord Mayor be grateful that you have been called by your fellow leaders to represent them but if you are not chosen then know that there is an opportunity for you to serve in the capacity that you already were voted to which is Councilor-ship but if you leave your responsibility to waste fighting for a position it manifests selfishness or a power problem.
As well as a leader when you choose your deputy who is not need by the rest of the team that means that there is no work that will be going on but sabotages all the time loosing a position to your adversary means you are giving them an opportunity to show whether they can tolerate others while treading for the same goal. I think the Deputy Lord Mayor position would have been given either to Lukwago Shifrah who had enormous skill set and experience as Speaker of the previous council, she would have done a better job and of course gender representation would have been touched as well. Shifrah can be accepted from all sides of the Political divide and that was something i discovered when talking to a number of the councilors at KCCA.
