Fingers were sometime back pointed at president Museveni saying it was He who did not want the late Andrew Kayiira murder report made public.
Ironically Dr. Paul Kawanga Ssemogerere was the minister of Internal Affairs while Col. Kiiza Besigye was the state minister for internal affairs at the time Kayiira, (a former Democratic Party member) met his death.
The police who carried out initial investigations about Kayiira murder report fall directly under the Internal Affairs ministry which Semogerere was its minister.
Ssemogerere resigned his ministerial post in 1995 in order to contest for the presidency.
So the question is why has Ssemogerere kept quite all this long? When he was contacted by the scribes to have a contribution in this news report, Ssemogerere said he could not
discuss the Kayiira issue on phone or with people he did not trust much.
Since the time Kayiira was killed by men who were reportedly dressed up in Uganda government soldiers uniform, many people have been rising up and challenge president Museveni to tell Ugandans who had killed Kayiira.
A few months after Kayiira had met his death, President Museveni’s friend, Francis Bwengye in his book called the ‘Price of Freedom’ blamed president Museveni’s government for the murder.
But we are told that the moment Bwengye published this book Museveni’s government bought off all its copies. Bwengye had written this book in exile. Sources in government told us that Museveni also through his blood brother Gen. Slim Saleh and Col. Kiiza Besigye persuaded him to come back home.
