Kampala Lord Mayor Erias Lukwago’s days at Kampala Capital City Authority (KCCA) are still numbered. Even if he goes back to his office, he will have difficulty in working with the Councillors who voted to impeach him, leave alone working with Kampala Director Jennifer Musisi and Kampala Minister Frank Tumwebaze.
However, it seems the people the government is using to hunt him down are somehow illiterates on the Law, the processes and procedures…and they are doing all illegalities in broad day light. Some of their statements have exposed their hate for Lukwago the man.
But what Lukwago has to do is paint them as a bunch of power hungry people in KCCA who are hell bent to flaunt the will of the people (the voters), the democratic and legal processes.
Many people are pretty sure that Lukwago will win his case if he got independent minded High Court Judges. However the worry, someone with power may make sure that some judges in favour of KCCA listens to his case. But still Lukwago has an opportunity to appeal in higher courts.
But the taxi payers are going to pay a very high price for the way KCCA has handled this case of Lukwago from the start. This is going to be their Achilles heel problems politically whatever the outcome.
Lukwago’s Lawyer is going to be handsomely compensated for the beatings and injustices he suffered at the hands of the Police – apparently it was done with the full knowledge and authority of both Jennifer Musisi and Franck Tumwebaze. The net loser in all this is the Ugandan taxpayer who will foot that bill.
Lukwago should now look for a way out – to leave KCCA but with his reputation intact. Can he dissolve the Council and send all Councillors back to their constituencies for them to be given a new mandate? That is an option to explore …
