Shadow minister for Local government Betty Nambooze Bakireke has proposed the degrading of 52 districts and creation of 14 provincial governments to ensure there is an efficient governance system in the country.
In what seems to be a well thought through proposal, Nambooze says that districts with only one constituency should be degraded and incorporated them with the neighboring districts with better capacities for effective administration.
Nambaooze said that instead of having districts like Bukomansimbi, Ntoroko Serere, Butambala, and Gomba among others that have no institutional capacities and infrastructure necessarily for operations, government should cut the current number to 60 districts.
She said this would also translate into reducing the size of parliament by half which means cutting on public expenditure.
The vocal lawmaker for Mukono Municipality further says that degrading some of the districts should be followed by the formation of 14 provisional governments that would derive powers to the central government.
Nambooze says the economic and cultural viable provisional governments would establish provisional state assemblies to address district issues in order for Parliament to strictly handle matters of National importance.
