Many people have been baffled why president Museveni has been turning down invites from the Kamuswaga of Kooki for over Nine years. In his speeches, Benson Mugabi, the LC5 chairman of Rakai district said that Museveni has many unfulfilled pledges for the people of Rakai.

Some date back to the 2001 election campaigns. For instance, Benon Mugabi, the Rakai district chairman, said the president had not delivered on his 2001 pledge to have the 50km road from Lumbugu to Lyantonde made tarmac. The LC5 chairman says that the water project and seed school the president promised to construct in Kacheera sub-county had not materialized either.

Hajji Ahmed Kiwanuka, the deputy katikkiro of Kooki chiefdom, said the president had not delivered the two cars he promised the Kamuswaga. Currently, the Katikkiro said, the Kamuswaga has no suitable vehicle.

On the promise of a radio station for Kooki, Kiwanuka said: “You had directed Uganda Broadcasting Corporation (UBC) to implement the project, but to date nothing has been done.”

While describing Museveni as a liar, Amos Mandela, the Kooki MP, said the 90,000 chicks the president promised women groups in the district have never been delivered. On his part, the Kamuswaga reminded the president of his pledge to fund Kooki’s five-year development plan. In his speech, Museveni said all the pledges can’t be fulfilled in one day. “The government operates on a budget and considers priorities,” he said.

“I made a promise to support the Kamuswaga in preserving the Lukooki language. It is not good for an African language to die. I want to meet those six old men [who know Lukooki well] to see how we can promote the language,” he added.
