Jinja Municipality MP Paul Mwiru tables in parliament a motion that
requires a parliamentary resolution to compel government to make
urgent reforms in the management of public universities in Uganda.
The motion that was supported by majority MPs seeks to convince govt
to reform the high education curriculum, addresses the lack of
skills training needed for Uganda’s transformation and to lift a ban
on recruitment of academic staff in public universities.
The motion also calls on on government to close or merge some of the
public universities for lack of the required qualified academic staff
and calling on Government to ensure that every university has quality
assurance strategy.
MPs argue that University standards have deteriorated over the years
and express concern that the qualifications of most graduates don’t
meet the standards required by the market.
Meanwhile the State Minister for Higher Education John Chrysostom
Muyingo welcomes the motion saying government agrees that reforms must
be made in the high education sector.
He reveals that a new Bill to amend the existing Universities AND
Other Tertiary Institutions Act is being prepared to take into account
issues of management, accountability, courses to be offered and a
participatory administrative structure that involves various
stakeholders.
