The National Resistance Movement (NRM) government has been constructing political support among other political chanels through either dispensing perks such as brown envelopes, giving out gifts to community leaders and the youth, creating new districts and recognising new kingdoms whose leaders are given big cars and a monthly salary.

The people who recieve gifts from the president/government, such as districts leaders or kingdoms are expected to be clients of the regime. The moment one recieves some of the above political gifts and dont reciprocate by delivering the political votes, you are liable to political punishment of one form or the other by president’s government.

The creation of new patronage districts and kingdoms in the Rwenzori region is primarily behind the rwenzori attacks. Tribal chauvinism is secondary…and currently there is move to create a new district for Basongora.

Prof. Mwambutsya Ndebesa of Makerere University’s department of political science spoke recently in the daily monitor newspaper that if you tend to resist president Museveni’s patroge as Bakonzo did the government of Uganda treats you harshly.
