The questions for the Civil Aviation Authority o explain the decision of contracting Kampala Associated Advocates to collect a 54 billion shilling debt from government have re-emerged.
For the second time after a couple of years, the parliamentary committee on commissions, state enterprises and statutory Authorities has tasked the management of the Civil Aviation Authority to avail the details of particular individuals that made the decision to hire private debt collectors.
The committee chaired by Kyadondo East MP Ibrahim Semujju Nganda asked directors at the Civil Aviation Authority (CAA) to explain why the management had to incur huge expenses to a tune of 5 .4 billion shillings to collect the 54 billion debt from Government.
The CAA director finance Samalie Kisekka told the committee that there is evidence that management had failed to collect the money from Ministry of finance to pay back in the agreed time with the bank.
She explains the despite numerous correspondences to the ministry of Finance, government had failed to the release money to CAA to service the loan that was acquired to refurbish the airport ahead of the Commonwealth Heads of state meeting in 2007.
She further explains that because of the bank pressure, the board of directors resolved to contract the services Kampala Associated Advocates which yielded resulted in a short time.
But MPs like Mawanda seemed not convinced question the magic the debt collectors used to get the money released that CAA could not have considered.
