The Minister of Works and Transport Abraham Byandala has shocked development partners and Experts in the Transport Sector when he told them that the American Company that won the controversial Katosi road had never bided for the road but the contract awarded by the UNRA officials.
Engineer Byandala who was chairing a session at the tenth Joint Sector review at the Imperial Royale was responding to a question asked by the Chairperson of the Civil Society organizations in the Transport sector who demanded that the Minister briefs the Joint Sector participants on the actualities of the Katosi Mukono Road.
Byandala said that he had not responded to press reports implicating him in the Road saga that saw over 100 billion shillings drawn by a fake a company, because he had not been fully briefed but now he has the information that he can now give to the public then he went ahead to brief the participants which left the entire packed room in silence.
Byandala said that the company was reported to be non -existence but the UNRA officials did not heed to the dossier went ahead to award the controversial contract without following the procedures, which he says was intended to tarnish his name adding that they will fail because he is clean as far as this saga is concerned.
Byandala who was visibly annoyed told a silent fully packed room that he was talking the truth and if the UNRA officials dispute what he said let them come up and deny the allegations, UNRA officials who kept their heads down failed to come up and dispute the Ministers statement.
Byandala has been at the forefront of this saga following a letter in which he directed the then Executive Director of UNRA to go ahead and sign the Contract, but in a new twist Byandala says that the Executive Director then drafted this said letter .
Byandala tried but in vain to invite the Executive Director of UNRA or any official from the Roads Authority to explain the Ministers statement but they all remained buried into their files hiding away from Cameras.
The joint Technical Review is being attended by Donor Partners, Experts in the Roads Sector, District Officials, and the Delegation of the European Union a leading Donor Agency in the Transport sector
