MPS on the public accounts committee has said that public service ministry is worst performing in ensuring accountability and policy matter implementation due to the ministr’s weak political head.
Mps on the committee said that the minister of public service Henry Muganwa Kajura looks tired and cannot supervise the ministry’s effectiveness.
The member of parliament for Budadiri west Nathan Nandala Mafabi said that the appointment authority should consider replacing kajura to give the ministry new life to better performance.
Nandala’s demand followed the committee chaired by the woman mp for serere district Alice alaso discovering big sums of money being abused by the officials of the public service without disciplining them by the accounting officer of the ministry Adah Muwanga who was appearing before the committee together with the ministry officials.
Mps also grilled Mrs . Adah Muwanga over the huge payment of some public servants and others are under paid but she defended the ministry saying that the salaries of civil servants earning huge are mot set by the public service.
She said that her ministry high limit salary set ends at 16 million shillings for a civil servant.
Mps noted that 2.2 billion shillings was diverted to activities and items that were not budgeted for which include paying emoluments of the former vice presidents.
