Officials of the citizenship and immigration control were on Monday grilled by the public accounts committee over their failure to account for 1.8 billion shillings realized from the sale of travel document.
The auditor general’s report of 2014/15 implicates Uganda directorate of citizenship and Immigration control department for failing to account for the money got from sale of passports, VISA and other documents.
Members of parliament on the committee chaired by Soroti district Woman MP, Angelina Ossege, discovered that 873 million shillings sold from USA visa, 789 million shillings from UK and 176 million shillings from South Africa and others were never remitted.
The Director Citizenship and Immigration, Godfrey Sassaga says the error was on the accounting officers of different Ugandan missions abroad who never remitted the money yet the VISA’s were released from head office.
The committee also quizzed the citizenship and immigration control officials over 52 billion shillings spent on the procurement of individual enrollment kit without unit price for each item in this kit causing suspicion that it was provided in lump sum price to confuse the auditors to divert some funds for personal use.
The committee also noted that ISO directors took over the procurement of individual enrollment kit instead of directorate of citizenship and Immigration control department.
MPs learn t that ISO contract manager, Dan Mugisha and the secretary in the office of the President, Debra Katuramu took over the responsibility of procurement of individual enrollment kit which had cameras, printing scanners and laptops.
However, when Sassaga faced many questions over the matter, he told the committee members that the procurement of individual enrollment kit was approved by the cabinet.
In another development the committee discovered that 39 generators are missing out of 1420 generators that were procured for ID registration exercise.
