The former Minister for Ethics and Integrity, Miria Matembe has said Uganda needs a law on obligatory chemical castration for people convicted of rape, defilement and perpetrators of incest.
She says under such a law, any one convicted of rape of a minor aged below 16 years or close family member can be obliged by a court ruling to undergo pharmaceutical psychological therapy in order to reduce the sex drive of those criminals.
Matembe while speaking to journalists in Mbarara today said the defilers should be castrated after serving their sentences.
She also says the Parliament should make a law punishing anyone found attempting to seduce a minor under the age of 15 to fall into sex. In Uganda so many girls are raped sometimes by their real fathers and get impregnated. The women produce children as a result of being raped or defiled by their fathers, uncles, friends, relatives and in-laws.
Scientists say castration drugs when used by men can reduce sex drive, compulsive sexual fantasies, and capacity to cause an erection.
However researchers say those drugs increases body fats, and reduce bone density, something which can cause long term risk of cardiovascular disease and osteoporosis.
Other scientists say castration drugs make men to look more feminine such as the development of breast, loss of muscle mass and reduced body hair.
