Members of Uganda’s opposition are not satisfied with the 2010/2011 Uganda national budgetary allocation passed by parliament on Tuesday.
The MP for Makindye West, Hussein Kyanjo (JEEMA) says some of the budgetary allocations were not clear since some government departments failed to justify their financial requests.
Kyanjo the opposition minister of Defense and Internal Affairs was particularly concerned that the Ministry of Internal Affairs had failed to explain the procurement of biometric gadgets used for capturing citizen information for elections and the national identity cards.
The Shadow Minister of Environment Beatrice Anwar (FDC Kitgukm Woman MP) said the budget of the ministry of Water and Environment should not have been passed before the ministry clarified on outstanding issues like the ban on polythene bags commonly known as Buveera.
The parliament dominated by the ruling National Resistance Movement party passed the 7.8 trillion shillings 2010/2011 national budget read by Finance Minister Syda Bbumba in June.
Major budgetary allocations for the 2010/2011 Uganda national budget approved by MPs include:
- 104 billion for Ministry of Internal Affairs
- 1.4 trillion shillings for local governments (district and sub-county governments)
- 137 billion shillings to the Ministry of Local Government
- 390 billion for the Ministry of Education,
- 116 billion for the ministry of health,
- 421 billion for ministry of Energy and Mineral Development
- 89 billion for Ministry of Agriculture activities
- 25 billion Ministry of Lands,
- 24 Billion Ministry of Trade and Tourism
- 124 billion for Ministry of Works and Transport
632 billion for Ministry of Defense - 72 billion for President’s Office.
- 64 billion for State House
- 155b for Office of the Prime Minister
- 16 Billion for the Uganda AIDS Commission
- 241 billion for Uganda Police
- 71 billion for Uganda Prisons,
- 614 billion for the Uganda National Roads Authority.
- 10.2 billion shillings for the External Security Organisation
- 134 billion for Makerere University
- 17 billion for Mbarara University
- 39 billion for Makerere Business School
- 64 billion for Kyambogo University
- 16 billion for Gulu University
- 34 billion for Mulago Hospital
- 32 billion for Butabika Psychiatric hospital.
